No More Cheap International Media Mail?

Seem like I’m not the only crazy about shopping in eBay now. See..this woman and this woman are addicted to eBay too. 
So, you can see how fun to bid the stuff at eBay!
However, the postage from US to Malaysia are darn expensive now. 2 days ago, I’m wish to bid for a set of 12 story book for my girl again. And when I ask the seller how much is the cheaper price for shopping cost. He replied me that the cheapest is US$22.00 now! (some seller even quote me US$39.99) I thought he will charge the same as the first time (I bought 10 book from him before) which was $11 only! Later, he told me that after the improvement of USPS posting services (what improvement of that?) no longer media mail for international. So, we have to pay for expensive postage now! I’m not very understand how USPS improvement. But this really stop my from purchase book at eBay now. Below was how the seller replier me after I request for old rate.
With the “new improved” USPS rates, there is no longer media mail for International, sorry that is the cheapest now.
