Tag without follow the tag rules still a tag, right? Yes, I am it is. But I will think that it is something like taken the head but leave the tail. 
For me, I will consider first what is the purpose of the tag created. I’m sure who are doing paid post should know that what is the real REASON behind the new tag.
If you found that the tag are not something you like, then it is ok for you to stop passing the tag. But if you want to pass it, please follow the rules and regulations.
I think blogger are tire of include other’s blogger link in their post already. And I think that they are getting worry if included too much of link in their blog will impact their PR ranking. Therefore, they starting to stop doing it.
No more I think, I will stop to pass this kind of tag to someone who doesn’t interests. I better ask people who want to be tag before put their link in. :p
